In the report editor, simply drag and drop widgets to your desired location.

By default, most report sections will have Widget Compacting turned on, excluding the Cover Page and ToC. This means that widgets will be automatically compacted towards the top of the report section.

This can be turned off via the Section settings. When off, this allows you to freely drag and drop widgets anywhere on the report page.

Hover over the section, then click the ... before selecting Edit in the revealed dropdown menu.

This will update the left sidebar to the Edit Section menu. Look for Widget Compacting at the bottom, then click the dropdown and select Yes or No.
